Hello to all of pc builders. I have a little problem with my pc. 

This is my config

Cpu- Amd fx 8350 at stok speed - i wanted to make overclock but i can not get a stable core speed.

Mobo- Asus M5A99FX PRO R2.0

Ram- 16 GB of DDR3 1600 hyper x fury

Gpu- Gtx 980 sc Evga-Stock speed

Windows 10

SSD for windows and 1T HHD for games and 500 gb for downloading so i have 3 drives

 i also have a evo 212 and 2 fans in front of the case and one in the back 

my Psu is a Evga g2 850W

temps on my cpu are 30-35C at idle and 50-60c when gaming. I also got 65 when it was to hot in the room.

the problem is that i have a lot of frame drops wile gaming. I have an Aoc G2460V gaming monoitor with 75Hz.

I have seen that my Cpu stays in the 40-50% when gaming and my Gpu stays in the 40-70%.

Examples. Fallout 4. High settings. fps 60-75. cpu 30-50%,gpu 40-60% full hd drops to 45 fps some times for 2-5 seconds. if i set it to 4k resolution then i have stable 45 fps cpu 40-60% and gpu 90-99%. no drops... i set to ultra settings the gpu 55-80% still drops for 2 sec.

Doom 2016  dx11 ultra settings 40% cpu. 50 gpu  40-70 fps with drops   Vulkan ultra  60-75% cpu - gpu 80%

Dishonored 2 high settings full hd -40-75 fps.  60% cpu.  50% gpu. same problem. 

My gpu is not working at full power... i have this pc for 2 years i have build it and i did not have any problem until now...

my question is what is the problem? THE CPU? OR THE GPU?

If I upgrade to a R5 1600 with mobo and ram. will i have the same problems? I dont want to change my GTX. i like it. 

I will like to know what i can do to have a better experience until i Upgrade in the next 2-4 months.
