PC not booting into Windows 10

My new pc is not booting into Windows. When the Windows logo pops up it restarts the pc. my specs:

 

Mobo: Aorus X299 Gaming 3

CPU: New Intel i7 no idea witch one

RAM: Some G-Skill set 4 modules

GPU: GTX 1080 Ti

 

When i turn on the pc there is a orange LED on the MOBO.

i think it was f8 you have to press then go to troubleshoot, advanced boot settings or something similar like that and start in windows safe mode

Nothing happens when pressing f8.

Next to the led there should be some letters that tell you what the light is for. Can you post what they are. Next I want you to try unplugging all of your ram execpt for one stick. Then unplug and remove your gpu if you have extra hdd unplug those to. If you have any rgbs disconnect those to. Also this is important do you have any data on your hard drive that's important or not backed up. It's also important to note that the PC should be unplugged and you should press the power button a few times after unplugging before even opening your PC.
