What makes the GPU not boost?

My EVGA 1080 Ti black edition is sitting at a safe 1480 MHz on load, unless I enable K-Boost. Is that a software or hardware issue?

Same thing happened to GTX 970, but then it suddenly came to life after a couple days.

I have The same issue with my HD 7950, is under the clock when on load. I usually just reset the clock to stock and restart the PC, and then do a few tests if it take the stock clocks to use or is it under using it. if not i'll check if any process in the background could be using any of the gpu and not showing.
