RX580 Fb Usage

Hi Im having some problems with my gpu, not that its lagging in games much or anything, but anything i do the gpu usage is stuck at 16% and the fb usage is always 100% in msi afterburner..  not usually laggy but does stutter time to time. Is there a miner installed on my system that I dont know about?

I have the same card with the exact same problem. Similarly, mine also stutters time to time but normally performs well. I would love a solution if anyone could find one.
