how to set minimum power state at win10 Anniversary to stay maximum?

using cmd coz i havent that option at power option and make my cpu stay minium 50% even with cpu stressing

disaable speedstep in bios? that should have your cpu run at 100% frequency, or your motherboard may have a "boot in turbo mode" feature
