because the intel RAM is verified that it will work with intel and vice versa, there is no guarantee that the intel RAM will work with AMD, the price diffrence will be because AMD (non ryzen) CPUs and motherboards aren't wanted, needed, desired or good, meaning that the AMD RAM which can't be guaranteed for intel is less desirable, making it cost less. That being said the AMD RAM will probably run on an intel system, the frequency is not guaranteed to be 1600MHz though.

It's just marketing. There's no "special memory" that only works with one specific CPU brand.
