Memory bandwidth. They just put it in the title for marketing and to make it seem better than other cards when it really makes little difference over a regular card.

Really depends what you're doing with the system. Ryzen 1700 or Intel i7 7700K are both solid choices for gaming and other tasks, though if it's going to be more serious modelling/VM/rendering workloads, something with more cores and power would help.

well that's only because pubg is early access you should be able to run it at 60FPS with lower settings though and some file tweaking / steam launch options. i have a 950 that's doing 60 solid with it.
