Is there much difference between this 1080

OC version has a slightly higher clock speed out of the box. GPU Boost 3.0 will basically render that meaningless though, they'll overclock themselves anyway.

Memory bandwidth. They just put it in the title for marketing and to make it seem better than other cards when it really makes little difference over a regular card.

For $10, yeah, you may as well go for the OC version.

What do you think the best Cpu is to go with the 1080?

Really depends what you're doing with the system. Ryzen 1700 or Intel i7 7700K are both solid choices for gaming and other tasks, though if it's going to be more serious modelling/VM/rendering workloads, something with more cores and power would help.

I recently started playing PUBG currently only running the game at 47 fps on max with my 1050ti and i5 7600k

well that's only because pubg is early access you should be able to run it at 60FPS with lower settings though and some file tweaking / steam launch options. i have a 950 that's doing 60 solid with it.
