Problem With CPU Clockspeed

So while I am playing games, if my gpus cannot keep up with the game the FPS will drop and when it does my CPU does not work very hard because it doesn't need to push frames to the gpu. Well since the CPU is not being utilized the clockspeed drops all the way down to 400mhz from 3000mhz. Even after letting my gpu catch up the clockspeed never goes back up. I would quit the game and end all programs running but the clockspeed never goes back up when I try and game again.

 

so, how can I can I either prevent my CPU from under locking itself or how could I get it to go back up to 3000mhz without restarting the whole computer?

What CPU do you have?

What motherboard is it plugged into?

What game are you experiencing problems with particularly?

The CPU is a i7 6600U.

I don't know the motherboard because it's in a laptop. If it helps it is a Toshiba Sattelite

Mainly Star Wars Battlefront.
