I Pad issue please help

Hi all I have woken up this morning to discover my I pad screen looking as pictured, The alarm I set still went off so it seems that the rest of the I pad is working, can anyone tell ne what is wrong and what I should do?

I thought of that too however I cannot work out how to restart it without the use of the touchscreen which I cannot see to use do you know of anyway I could do that or have any other ideas?

hold the power and home buttons

 

it looks like the camera is very unfocused, or the display just crapped out (or water damage..)
