mouse lag/delay

For some odd reason, my mouse seems a tiny tiny bit delayed. Not enough to be a major problem, but enough for me to notice. Im not sure if its just my mouse tho, could it be windows 10? Im not sure. I tried a few different mouses and it was all the same. Just a little bit weird, if anyone has suggestions please let me know; cause microsoft support is trash loool. Thank you!! (Btw its a new computer, just built.)

What are your specs? What game are you playing and at what framerates? And what monitor are you using?

two asus gtx 1080 ti's. not sure what monitor exactly. But its 4k, 1ms time 28 inch. 2 tb hard drive, 500 ssd. ill give you the full link of the build/ but it shouldn't be a issue with it. It also happens when im not in a game.

What refresh rate is the monitor running at and what cable are you using to connect them?  Also make sure all of your drivers of updated, and I mean all of them.
