Solved by iWearKiltz,
Managed to fix the issue. i believe it was to do with what i first predicted of the PCIe lanes and not enough power or something along those lines
took out a third party usb 3 adapter and the fan started spinning when it was reconnected to the power.
thanks for any suggestions - the 7850 lives to produce pixels another day!
