I am upgrading from my pii X4 965 to the Ryzen 5 1600. I want to maintain a 3.8GHz overclock on a B350 board, but don't know which is "best" for this. I have narrowed it down to three: Asus Prime B350 Plus, MSI B350 Gaming Plus, and the MSI B350 Tomahawk. Which board is best for my usage scenario? Is there another board that is more reliable?

Simple: Any B350 board that isn't MSI. Seriously this and other forums are riddled with AM4 MSI issues. They are still having trouble, honestly best advice steer clear of MSI for now as they use lower quality components anyway. Use pretty much any other main vendor, Asus, AsRock, Gigabyte etc..

So far I've been more than pleased with my B350 Tomahawk. R5 1600 stable at 3.75GHz, 1.35V, running the 1.5 BIOS (1.6 is out, with AGESA 1006, but I haven't had the chance to update. Ram working just fine at 2933 (3000MHz kit). When I get the chance I'll update to 1.6 and see if I can squeeze more jiggahertz out of my CPU

Most issues I've seen were unfounded (people claiming X CPU isn't supported out of the box when it actually was) or resolved by BIOS updates.

I saw about 3 last week (that I just happened to notice when on the forums at work, there may have been more). All troubleshooting/failing to post. Common factor? All MSI AM4 motherboards. Are some issues fixed? Maybe, but if the saving is like $5 why risk it? Just buy from a manufacturer like Asus with a solid bios and better component quality.

EDIT: Btw 3.7-3.8GHz overclocks could probably be improved upon on a higher quality board. Even a better B350.

Thank you all for your input. I knew about all of the issues MSI was having, but couldn't find much info regarding when they had been fixed. With Amazon Prime Day and Newegg's Fantastech sale starting in the next 17 hours, I'll see what I can get a deal on.

Another question: has anyone been able to clock their RAM higher than 2933MHz, and have their system stable? Or is that effectively a wall until another wave of BIOS/ Microcode updates?
