Depends on your rig. If youre running X99+ then 4x4 would be better, if youre running Z270/X370 or below then 2x8 is the same as a 4x4. and they're all better than 1x16.

I use MSI z170a gaming M3. I am currently using a hyperx 8gb ram. Should I sell it and buy 1x16gb or buy another 8gb stick??

 

Also I wanted to know if different frequencies work. I have ddr4 2400. If I buy second stick with different frequency, is there any problem??

As I said last month, a 2 x 8 will be better than a 1 x 16. If you buy two different frequencies (Ie a 2400 and 2133) both sticks will run at the lowest frequency (2133 in this example). Its always suggested that you run 2+ of the same brand/speed of ram for best compatibility.
