I would consider changing the PSU, look around on the forum here for a PSU guide. I would also definitely get an SSD in there, something like a Samsung 850 Evo 120GB.

yeah but my budget is 1000 and i want to include windows and a keyboard

I also honestly wouldn't bother with an aftermarket cooler, the included stock cooler is capable of pushing it to 3.8ghz, and most chips can only hit 4ghz maximum. May aswell save the money for the sake of them 0.2ghz.

In that case (just looked at the total cost), I would consider finding a cheaper case, and possibly cheaper RAM. I'll go look around for some cheaper RAM now...

 

Edit: I see now that the RAM pretty much doesn't get any cheaper.

If you want to spend more on gpu I would go gtx 1080 instead of 1070 because of prices are rising that 1070 cost same as 1080.
