So last night I tried to Bluetooth tether some stuff from one phone to another.  It was just pictures but it failed so I only did it for like 2 minutes then I turned it off. I was woundering does verizon charge you to use that like using the mobile Hotspot on your phone or just it just use your data? And if they do charge how much is it?

I'm on the "new verizon plan" (4gb) and they do NOT charge me to use my phone as a hotspot -- it just consumes data. But your mileage may vary depending on your plan.

I'm on also the new Verizon plan but the 2gb so they shouldn't charge me then?

As far as I know they won't charge you, but you could call Verizon and double check.

I'm not sure you understand how bluetooth and tether are NOT the same things... using bluetooth to transfer files between phones uses zero data. Tethering, on the other hand, uses your phone's data connection to give internet access on another device(s). All US carriers can see when people use their built-in hotspots to provide data to other devices. This "tethered/hotspot data" has a limit depending on your data plan. There are many ways around this, however, if you are looking to use your phone as a "hotspot" for other devices and don't with to pay extra fees for the same data.
