Thunderbolt 3 is no longer exclusive to Intel as they are now allowing 3rd parties to make their own thunderbolt controllers. (Of course this will take some time before you start seeing them as it takes time to develop a new controller)

For other features, it depends on what series you are talking about as Intel disables virtualization and overclocking (There are sometimes ways around this) on there cheaper models while AMD tends to leave all of the features they have on across the board.

Thunderbolt is coming to AMD in 2018 I think.
