Specs: 
CPU: AMD FX-4300 3.8 GHZ Quad Core 
GPU: MSI GTX 1060 6GB 
PSU: Corsair 750M 
DVD Drive: 24X DVD±RW Dual-Layer Drive

For the past 4-5 months I've been having problems with my PC. For starters, I have a GTX 1060 and I'm getting low framerate in games like CS:GO, BF4, BF3, etc. Another problem is, my computer seems to hang quite frequently. It's such an inconsistent problem. For example, I play CS:GO regularly, 4/10 times, if I fire an AWP shot or if I do some other actions in the game, the computer just hangs. Sometimes, it'll restart itself after 5-10 seconds, other times, I have to manually power off my computer. It'll also randomly just restart itself, no hanging what-so-ever, just go black and restart as if I clicked restart myself. Just a note, I recently got this GTX 1060 around a week ago, thinking this would fix the problem, but it didn't at all. I did research and found out that my fans could be what's making my computer hang due to my CPU being overheated. So yes, my computer is SUPER dusty considering I haven't cleaned it in a year, so I bought some compressed air and cleaned the fans. Which fixed the problem for only about a day, then the hanging started again. I don't know why this happens at all. If anyone can help me that'd be amazing and thank you in advance.

Does this mean I have to buy a whole new motherboard? Or replace this heatsink because it fails to relieve heat. and how would I know what is the motherboard heatsink and what are some good ones that go with my motherboard? This is my motherboard model : https://gyazo.com/fc676fd097923b4dbface00c9f710ea8 So if I replace the heatsink on this board, does that mean the entire problem will fix? Or do I need to replace the CPU also? 

My computer when it hangs will do one of the 4 things: 
When it hangs, it just stays there until I have to force shutdown
It'll hang, but in 3-5 seconds it restarts itself.
It'll just restart itself randomly with no hanging
This one is typically the most frightening, it'll hang, and my computer will make a loud beeping noise until I force shutdown the computer. 

What do these mean? Is the heatsink the culprit of all of these issues?

Reinstall windows...

 

Just looked at your gyazo. New PSU. 12v rail is at 9v...

What does the PSU mean what's the matter with 12v rail at 9v? Is that a problem I can fix without buying a PSU? and will reinstalling windows fix my hanging issues?

A reinstall would be the first thing i would do.

 

a 12v rail is kinda self explanatory. It should be running at 12v and yours is at 9.

The worst problem you have there is your PC name. 

Maximus SWAGPC ? Seriously. 

 

Now that out of my system: Check your PSU voltages, if HWmonitor reading is true, you have a big problem. You need a multimeter to discard this issue, software readings are worthless, but since the software readings are quite off, you have to check that. If you don't know how, watch a youtube video, and buy a cheap multimeter. They are very cheap and useful, won't hurt you more than a few bucks.
