In my experience stuttering is cause by either drivers or RAM.

 

I would first go into the bios and make sure your RAM is set up correctly. If the RAM is supposed to be 2133Mhz, 12-12-12-30-2T 1.3V (random numbers) then make sure it's set up exactly like that.

Check Task Manager to make sure not too much ram is hardware reserved. Shouldn't be more than a few hundred megs.

That's the easy step.

 

Secondly I would check temps. Lower the better.

Then check what's going on at idle. IS your CPU or GPU being used? Look for spiking.

Then I would check for throttling. Mainly from the GPU while gaming.

A little harder.

 

If that's all good then check what programs you have running.

You have 2 types of programs / drivers,

One that uses up a lot of RAM,

One that makes too many requests. So even tho it doesn't look like it's doing much, in actual fact it's bombarding your RAM and CPU with many small requests. These small requests add up and bog down the whole system.

I would start disabling programs. For instance you don't need SATA drivers, mouse drivers, lighting drivers, PSU drivers and so on.

Just AMD motherboard drivers, the bare essentials and NVIDIA drivers. Graphics and physx and nothing else.

Singling out programs is difficult because it's time consuming. but needs to be done.

This would be the hardest stage if the previous ones didn't work.

 

 

what's your ram speed? did you overclock the 1700? I had shit framerate in LEAGUE of all games after I didn't reboot with a failed memory overclock and everything was locked at minimums
