Connect the HDD to the 3.0, since it'll benefit from the speed, and likely uses the most power. Then use the 2.0 for the mouse/cooling pad. Or get a powered USB 3.0 hub from Amazon and keep them plugged into that. Then you just set your laptop on the desk, plug in the one USB 3.0, and you're good to go.
