ah that is what i thought i just wanted some confirmation from people with more experience than me. i havent experienced any of the usual signs of dying GPUs but i did get this image after i started windows to make sure i was getting a display. then while it was still loading turned it off to get the pc upright. Image result for turning off computer cause windows to not load correctly

That causes that menu to show up. Don't do that.

ok but does the screen that i put in the thread mean that my GPU or other component has given up the ghost.

Not at all. Just put the tower on its side and re-seat the card (properly) and secure it. Check all other connections while your at it making sure no data cables are loose in the sockets etc etc. Put the tower in its correct position then power it on. A lot of times the movement of righting t while its running can jog something loose, lose connection momentarily etc.

I'm sure others will be better able to help than me, just my experiences

ah. i had already tightened it and everything was in place i just shut down windows while it was booting up. then when it was upright turned it on and got that screen. good to know that it isnt the infamous BSOD

next time wait for windows to finish loading, or boot into bios and turn off from there. Turning off while windows is loading can lead to file corruption, but shouldn't affect your other components.

Fully maxed out early 2017 Dell XPS 15, GTX 1050 4GB, 7700HQ, 1TB nvme SSD, 32GB RAM, 4k display. 97Whr battery :x
Dell was having a $600 off sale for the fully specced out model, so I decided to get it :P

-Crapbook

Fully specced out early 2013 Macbook "pro" with gt 650m and constant 105c temperature on the CPU (GPU is 80-90C) when doing anything intensive...

A 2013 laptop with a regular sized battery still has better battery life than a 2017 laptop with a massive battery! I think this is a testament to apple's ability at making laptops, or maybe how little CPU technology has improved even 4+ years later (at least, until the recent introduction of 15W 4 core CPUs). Anyway, I'm never going to get a 35W CPU laptop again unless battery technology becomes ~5x better than as it is in 2018.

Apple knows how to make proper consumer-grade laptops (they don't know how to make pro laptops though). I guess this mostly software power efficiency related, but getting a mac makes perfect sense if you want a portable/powerful laptop that can do anything you want it to with great battery life.

Alright. its a bad thing that i did that. just as long as this doesent mean that my hardware is dead (as precept confirmed) and that this was just because i shut down windows while it was booting up (as you have confirmed) ill learn and just wont do that again.
