In some games, examples being League of Legends, CS:GO, Fallout 4, Fallout 3, Fallout New Vegas, Left 4 Dead 2, I get below my monitors refresh rate, but I still have GPU usage below 50%, CPU usage below 70%, and RAM usage below 50%. In Fallout 4 there are areas such as outside of Goodneighbor where at 1440p medium settings I'll get 30FPS despite my usage being as previously described. In Fallout 3/NV I'll drop below 60 and in League I'll go down to about 90. I already set my power settings in windows to high performance. My GPU and CPU temps are under 75 when gaming. Does anyone else have any ideas? My Specs are

 

GPU: EVGA GTX 780ti SC @ Stock

CPU: i5 3570k @ 4.5ghz

Ram: Kingston 16GB DDR3 @ 1600mhz

PSU: EVGA GQ 650W

SSD: Samsung 850 Evo

fallout is still running on DX9

lol is inconsistent and might drop frames due to server latency

l4d2 is also running on DX9

exactly.... it's running the same game engine that Skyrim had, which is heavily based on their older game engine that run Oblivion and even Morrowind in 2002, so yeah...

Bethesda is a bunch of greedy ass dickheads operating an indy development studio backed by college dropouts at major triple A budgets
