After trying to boot with the windows cd because my pc was stuck at the splash screen and took way too long to load into the bios, I came across a message that said the drive on which windows is installed is locked. I also tried a few other things in cmd but they all had a problem with the drive. It is recognised in the bios though I cannot boot into windows. I believe it is corrupt, but is there a way to fix it or should I just buy a new one?

What do you mean by "locked" ? Do you mean read-only? etc?

Windows media cd says it is locked, in fact, the exact message is: "The drive where windows is installed is locked. Please unlock it and try again" which forbids me of doing things like a refresh or repair  And yes, as I said it is detected in the bios but it will not boot

Try plugging the HDD in another computer and see that (if u have another computer to tinker with that drive to fix it.)

I dont have one, but I already went to a local computer shop to have them check it out, their system would recognise the hdd but that's all they did.

Just double check the BIOS,and check the drive's S.M.A.R.T Status,try running chkdsk on it and see if it throws out any errors,(you can do the chkdsk from the BIOS,and S.M.A.R.T is sometimes in the BIOS,check if ur BIOS has any drive status,etc.)
