Geforce Experience "Share" and "Optimization" functions not working.

When I click the little share icon to bring up the share settings menu, it just says "preparing your system". I like the screen recording function of Geforce experience. 

 

I have tried uninstalling everything Nvidia however whenever a part requires a restart windows automatically installs it when I restart again. 

 

Any suggestions?
