Fan speed question

Does speeding the fan or making it 100% speed decrease the lifespan of gpu? or any side effect? TY

No, would only be better for it as the temps are lower (Not really going to matter unless under constant load). Would put more wear on the fan bearings, but I dont think that will be much of a problem.

i use the card for mining. 
so it is fine to 100% the fan?

you don't need 100% fan even for mining, 50% fan is enough to keep the GPU cool enough even on a Founders 1080ti (70ish C), you really shouldn't go over like 80% fan speed tops, really just burning the fan bearing out for no reason at 100%
