So do you want an actual barcode scanner (with the red laser light) or do you want to use the built in camera?

 

In most cases, you'll be able to use an off the shelf barcode scanner. USB ones are treated as a keyboard by windows (not exactly, close enough for this context. 

 

From there, you could use any database program such as Microsoft Access. Or MySQL but you'll need to use or code a front end to access the database (a local application or a web app)
