Net Framework Problem

Not 100% sure if this is the right place to post this, but I'm trying to install .NET Framework 3.5 in Windows 8.1, but when it downloads, it stops around 85%. When i cancel it i get the error code 0x800F0906, but I already tried a couple fixes that Microsoft recommends doing and none of them seem to work. Any ideas?
