It's not that hard. Just plug a hard drive in. Connect it to your internet. Install SMB and FTP and you are done.

Not worth it, USB 2.0 with 100Mbps port makes for a really bad NAS. Tell him to get something like an Orange Pi, Banana Pi, or ODroid that have 1Gbps ports and some even have SATA ports. They're also roughly the same price as the Raspberry Pi 3.

Here's some examples of better options:

 

ODroid C1+ = Only $2 more than the Raspberry Pi 3, 1Gbps port, and better CPU performance with a heatsink.

Banana Pi = Same price as the Raspberry Pi 3, 1Gbps port, and 1 SATA II port.

 

I have both the C1+ and Banana Pi Pro (model about the base Banana Pi) and I think they are pretty awesome (the Banana Pi lacks in CPU performance, but for a NAS it's perfect).
