Looks good, would be worth picking up a HDD with it as 250GB will run out quick (Unless you already have it).

I would get a better PSU. You can get a Corsair CXM 450 Watt for 27 USD right now.

still $30 left in the budget, drop that extra $30 on a better CPU. the purpose is, the build is a budget, so the expectations shouldn't be held high

that is what the extra $30 is for mate, for flexibility in the build.
