Is my 1060 DOA?

so after 3 attempts to deliver my package, fedex misdelivered (again) my 1060 down the street close enough that i was able to talk to my neighbor and get it.

 

then I plug it in and this happens.

 

 

just as a sanity check

1. i tried both 6pins from my psu

and

2. they were both definitely plugged in. 

 

this PSU was just supporting an r9 290 with a 6pin and 8pin. is my card DOA?

its hard to see in the video but your video cable that goes to the screen is plugged directly into the gpu right?

my hdmi cable? yeah its on the card. i also only have amd drivers installed rn
