Idek What The Problem Is

It just has the magnifying glass , moving around on the icons.[Refer To Picture 1] That's what happens when I press on Windows Explorer icon in my task bar. When I press "windows + e" it works fine , if fine is having the icons be nothing. [Refer to picture 2]. Can someone help me with this? I can still use it kinda fine , everything opens when I press on it. But the pictures dont show [Refer To Picture 3] and doesn't list the date , size and etc. It goes away after restarting the PC , but then later on it will happen again.
