assuming these cost the same, 980 SLI all the way. a single 980 will slightly out perform a 1060 6GB, so that outright makes it better (assuming you do not need the extra VRAM)... getting two of them so you can leverage some games even more via SLI (or even physX for the few selected titles which even benefit from that) is a bit of a no brainer, especially if the cost is the same as a single 1060.

I would recommend the 1060. Now hear me out before you comment. I am recommending this because if someone is selling two 980s for the price of a 1060, then something is DEFINITELY wrong with them. General rule of thumb with computer parts, if it is too good to be true, then it was definitely mined on, severely overclocked, or not as described. But that's just my opinion, you milage may vary
