CPU framerate stuttering

 why CPU is Framerate stuttering..

 

Dell Latitude E6530 (high performance)

CPU: Intel Core i5-3380M 2.90Ghz Dual core  (High thermal 95 C)

Memory: DDR3 8GB 1.6GB (OK)

Disk: SSD Samsung 128GB (OK)

Display 1920x1080 (OK)

It's definitely throttling at that temp. More cooling is needed. Do you clean it regularly? and is it at 95c with a under 50% load? If so you have a bad cooling problem.

are you currently in the middle of the desert?  Or is it clogged with dust?

What is your case fan setup and CPU cooler? That would help in diagnosing your thermal problem.
