Fan speed control question/issue

I have a 3-pin fan on my mobo that I want to slow down, but I don't know how. I tried SpeedFan, but it didn't work. Any way I can do this without ordering one of the voltage reducer things?

 

My mobo is the ASRock N68C-GS FX

If I'm not mistaken, Speedfan runs of PWM.

I'm not exactly sure what that means by the way you worded it, but if you're saying SpeedFan only controls PWM fans, I'd have to call you out on that one. My old Gateway and 3 3-pin fans in it, and I was able to control them individually. And I do mean old Gateway. It has a 1GHz Pentium 3 in it.
