Do components need to be attached to metal?

I was wondering if components needed to be attached to a metal housing. I was told that if the power supply was not grounded to the motherboard, my pc would release built up shock in a large electrical discharge.

Your PC case does not need to be made of metal, otherwise all laptops would be made of metal. Most cases are made of metal because it is relatively cheap, durable, and easy to machine.

The psu is grounded through the wall socket. The motherboard grounds thru the 24-pin main power cable of the psu. 

80+ ratings certify electrical efficiency. Not quality.
