It should allow you to select that. Just make sure that after you've selected "Keep my files" you select any "Custom" or "Advanced" options during the setup, to guarantee it allows you to view drive/partition settings.

 

If it doesn't, you may need to go back and select "Remove everything" to be able to use the drive/partition settings. But, that does require a literal fresh start.

I backed up pretty much everything I have on my "c drive" on a USB. So literally deleting everything/clean installing isn't a problem :)

In that case, go for that. I've always found clean installs to be the easiest to work with. In the drive/partition settings in the installer, completely delete every partition on the drive you want to boot from.
