So I currently have,

i5-6400

MSI Z170A Gaming M7

16GB DDR4 2666 Ninja-V Panram

750W Rosewill Hive

3TB Firecuda SSHD, 1TB Seagate Hdd, 2x Samsung 512GB 960 Pro M.2 SSD in raid 0

EVGA GTX 980Ti SC

No case, I have my computer on a table for more airflow

but I need  more CPU power as I game, stream, record for youtube, edit video, and I use CAD software for the builds I do to plan everything out (I build and upgrade systems for a living).

I am thinking of upgrading to either 5820K, 5930K, 1800X, 1700X, or if the price comes down on the 6850K and 6900K (b/c Skylake-X launched today). What are some recomendations for CPU and motherboard? I will sell my current MOBO and CPU to help pay for my new parts.

Sell your current cpu and mobo and get a Ryzen 7 1700 for streaming.

Is that good for 2d and 3d modeling? I honestly know all are good CPUs, but I need the best I can get for 600$ US for my needs.

Absolutely r7, went from a 6700k to a 1700 and the difference  (in cad) is very nice.

Get a 1700 (300)

Asrock X370 Taichi mobo (200)

Excellent cooler (70-100)

OC to 3.9-4ghz and enjoy!

Want to custom loop?  Ask me more if you are curious

Just grab a 6700k. Significantly easier since you already have a nice Z170 motherboard. Next best option is Ryzen but your RAM is a little slow, Ryzen likes faster RAM. Plus you'll need a nice new AM4 motherboard for that. X99 just makes zero sense at all at this point.

I would go Sky/Kaby lake, but I need cores.

And Why is X99 pointless, I need more cores for cheaper. That's why I thought AM4 or X99

because AM4 makes more sense than X99, and X299 is here now, so an 8C X299 chip for $600 is a hell of a lot better than $400 for an X99 6 core, or $1000+ for the 8 core.

I don't have the money for X299, unlike most people on this forum seem to be, I am not very wealthy. the only way I currently have the parts I do now is working hard for the past 5 years to get the parts I have from ebay, doing my craft, PC building, for enough money to live on and some to save, but not enough for me to be able to buy brand new hardware, especially things that came out today.

So you can afford a 5820k, 5930k, 1700x, 1800x, 6850k, or 6900k but not an 8 core X299 chip?

Well;

5820k-$400+

5930k-$550-600

6850k-$500+

6900k-$900+

1700x-$350

1800x-$450

I wouldn't expect older CPUs to drop in value all of a sudden, that rarely ever happens, especially with Intel CPUs. So, for the same price as a 5930k/6850k that you were already considering going for, you could get an i7-7820x. Or, you could get the 6 core i7-7800x for R7 1700x/5820k price.
