Pc not booting

So i have 2 pcs and one of them is booting up but on a forever loading screen on the bios the other one my pc was ok But now its doesnt boot at all

Take out CMOS battery and put it back in.

the constant reboot.......... no cd in drive?

did you try a cmos reset?

your............. disconnect hard drive ( sata and power ) try to boot.

other...... bad PS? check all connections. try to boot.
