I cant seem to run a program.

In this case it's  the Reshade Launcher that wont open.

I tried running it as admin but doesnt seem to open regardless and also tried to disable DEP but it didnt allow me to do so. 

Also tried rebooting pc.

Did you try Compatibility mode ?

No message, just wont open or even appear on task manager.

Solved it, found out there was a compatibility issue when I had MSI Afterburner opened.
