Reset windows not allowed

Hello there, my Swedish friend was trying to reset his pc because he thinks he got "ratted". Basically he downloaded a sketchy file and he thinks the file might have gotten/getting his information. He tried to reset but he gets an error saying "

Could not restore the computer. No changes have been made."

I know this is very vague, I will probably ask him to record his screen trying to reset, if anyone has any solution/recommendations please let me know. Thanks

Don't just "restore".

Also, tell your friend to run sketchy things in VMs the next time.
