Title describes what the problem is. Ryzen 5 1500X does not go to 3.7GHz like what its boosted frequency says on the box, it only goes up to the base clock of 3.5. This is consistent throughout the system, whether it be games or Handbrake or something else that taxes on the CPU hard enough.

 

What BIOS setting should I set next? The only settings I touched is setting DOCP to DDR4-2400... that's pretty much it.

well with HW monitor on, I did two things...

 

one was playing NieR: Automata on max settings with OBS Studio recording in the background... All cores at 3.5 except a couple of moments where one of the cores was at max... and all 4 cores reported that all of them has a max value of 3.7GHz.

 

next was Handbrake. All cores hit 3.5, but none hit 3.7

cleared CMOS and frequency now shows 3.7... but now its staying at 3.7GHz... not even going down at all... even at idle.

@nerdslayer1 just an update: the system getting stuck at 3.7GHz was due to coreclock being set to 38.00 for some reason (never touched it). Putting that back to auto brought me back to step 1: the system never gets out of the base frequency of 3.5GHz.

my power options is set to Balanced, if that's what you're telling me... not Ryzen Balanced but Windows Balanced... I do not have the Ryzen Balanced Power Plan.

go to the power settings, then click change power plan, then advanced settings, cpu power management and make sure it's set to 100% max frequency and active cooling.

Something really going on, reinstall Windows.

yes, but set the minimum processor frequency to 5%. that should stop the system from sitting at 3.7ghz.
