Budget: ~$300 US  ~$400 US

Items already got (not counted in the budget):

      SSD: Corsair Force LS 120 GB

      PSU: Seasonic 620W 80+ bronze

      CASE: a case circa pre-2010(I am not married to it though)

      HHD: Older Western Digital 250 GB

      GFX: MSI Nvidia 730 4gb (I plan on switching to an RX 560 separately)

      OS: Windows 10 / Debian 8.8

AIM: Light file / headless server with the ability to play games like Skyrim, Fallout 4, Minecraft (heavily modded), Factorio, and Subnautica.

MONITOR: 1 1080p monitor and no strong desire to have more outside of having a web browser/documents open while in a game for use as guides and monitoring software being able to be seen at a glance and not cover up my game. If I upgrade my main display it might be to a 1440p 144 Hz display but that would be a separate upgrade.

PERIPHERALS: I already have mouse and keyboard.

REASON: I am upgrading because they newest object in my computer is the SSD just about everything else is pre-2010 an AMD Phenom 9850 black edition build.

I went a little over, but I think you may be happier in the end with this decent starter. It would be a GREAT platform to build from:

 

I went for the Ryzen5 1500x because its higher clocked and has a way better performance that then 1400 and 1500 and isnt that much more and has close performance to the 1600 non X.

 

Better memory with the Ripjaws and clocked at the same speed and its on sale at Superbiiz. maybe not better, but more reliable IMO. And the motherboard has 4 memory slots if you need to upgrade later on or decide to start gaming and want to give yourself a small bump in performance. And better chipset than the entry level A series.

That looks pretty good but Modded Minecraft can easy use 8 GB of memory and still want more depending on your mod pack so any suggestions for at least 16 GB of memory and should I increase the budget for anything including video card to be able to play Fallout 4 VR when it comes out? I don't know how the 1500x or the RX 560 handles similar VR titles.

@Syncrosys I found that at Microcenter for the same price as the 1500x and the Msi B350M PRO-VDH mobo I could upgrade to a Ryzen 1600 and a Gigabyte GA-AB350-Gaming 3 (rev. 1.0) I have no idea if the mobo is a good one or not I hope it is at least in comparison to the MSI B350M PRO-VDH

 

I am thinking about raising my budget to about $400 US as well since I now plan on Vr by the end of the year (not a lot of interesting games).

 

Would it be worthwhile for me to use a 6 core 12 thread processor for my use case? The only load that I could possibly like more cores is Minecraft and multitasking.

I'd raise it and go to 16GB. I've been running 16 on my laptop and desktop for a bit and its great. Honestly, the board is "ok" but my budget for a board is usually anywhere between 160~300$. I have expensive taste. I usually splurge all my money on a good PSU and a good motherboard. The rest just comes later. But unless you plan on overclocking, it should be a decent board for your use. I've seen worse.
