Computer vs smart tv

So this is pretty interesting my computer is causing my Samsung smart tv to completely lose signal when my computer goes out of sleep mode or turns on even when i remove my wifi card or ethernet i have no clue why this is happening

i have tried removing all internet connection from my desktop using no ethernet and completely removing my wifi card and it still happens i am using a smart tv for my monitor also but it still happens when that tv is off but the computer is on
