Monitor grounding problem?

Hello! I'm facing an issue with my monitor. It uses VGA and it the VGA cables shocks me when I touch it and it sparks and when I plug it in the entire PC has power in it (only for a little electrick shock) but when I power the PC on the shock dissapears. Is that a grounding problem or what? Thanks!

Sounds like it. I think your monitor is not grounded.
