Do SSD's help improve HDD performace?

Not faster, but you'll be able to utilize more of it's speed for the task at hand. Less background operations means more operations for things you actually care about, like sending private information to Microsoft.

If you install the games also on the SSD it will speed up load times, but will not actually make a HDD faster in any way.

It won't impact the HDD's performance, but it will speed up system responsiveness if it's the OS drive. If your game is on an HDD, it will load at the same speed whether you had the SSD or not. However, if you install something like Steam or Origin on the SSD while the game is on the HDD, Steam/Origin etc. will launch quicker.
