Ok, so I have these cheap iHome bluetooth Earbuds and one thing that is bugging me is the latency that these have, it's fine when I'm listening to music but when playing videos the audio lag is unbearable. So is there some app for Android that can control the timing / latency for when the audio leaves the phone and into the earbuds? Thanks!

Probably not.  Any wireless solution is going to have worse latency then wired, but Bluetooth is especially bad.  There is not much an app can probably do with this limitation.

While this isn't a fix, this might prove helpful.

 

Just out of curiosity, are you using a Samsung device?  I've heard in the past that Samsung phones were pretty bad with Bluetooth.  Not sure how they are now.

it can be entirely dependant on the bluetooth chipsets, as i've got some which work fine with video and some which don't, it's also dependant on the device just as on my M8 i can watch videos fine, but on windows i can't, you can have better luck with newer APT-X headsets and earphones as they supposedly have lower latency.
