My setup is as follows:

i7 7700k

gtx 1050

12gb RAM

Am I able to run modern games (such as Prey, Destiny 2, Overwatch, etc.) at 4k with a 4k monitor? Around what frame rate would I get?

If not, what should I improve?

improve on gpu, you can barely run things with that 1050 at 4k

A GTX 1050 isn't designed for 4K gaming get at least a 1070.

probably something around the neighborhood of a ryzen 1600 (assuming that you're not gaming only) and if you're gaming only, get a 7600k. then, upgrade your gpu to at least a GTX 1070, a 1080/1080ti if you have enough money. 1070 is more suited to 1440p gaming, or high refresh rate 1080p, and 1080ti is more suited towards 4k 60fps (not saying you cant run games at 4k with a 1070, just that you will have to turn down some options)
