Hi I was wondering if this build can stream AAA games on twitch in 720p 30fps

Video card rx580 4 gb

No, it'll be awful for streaming.  The FX processors are awful IMO.  Get an i5 or an i7 or build a separate streaming rig for streaming.

 

or get Ryzen.

What if I changed the CPU to r5 1600 but I use rx 570 gb and 8gb ddr4

As others have stated, no reason to go with an FX processor.  Snag a new Ryzen CPU and you would probably fine with the rest of the build.
