Hello guys  I have a question ... Is the speed of RAM really matters for the performance of the PC or not ?

To a point, yes. In general, the faster the better, but after a certain point it makes barely any difference.

Is it really between 1600 MHz and 2400 ?

Kind of depends what you're using it for, but yes, it will make a difference. Most noticeably in production based applications such as encoding and rendering. It can also make a difference in gaming, mostly with minimum frame rates (though, that will also depend on the game and CPU). For everyday use, you won't notice a difference.
