These are my best options :

          - i5 2400 + GTX 1050Ti + 500GB HDD + 16Gb DDR3 and a 1080p monitor = ~600$ depends on the monitor's price.

           

           - Xeon E5640 + GTX 1060 6GB + 500GB HDD + 8/16GB RAM DDR3 = 600-6300$

 

Which of these options should I go for considering the best that I could find on my country? Also, mounting my own PC is out of question since it just ends up being much more expensive for lower components. Thank you.

NEVER, BUT NEVER building a PC was MORE EXPENSIVE than buying a brand new one. Just for your knowledge.

And btw, go and buy a ryzen with a 1050 and other comps you have there and you'll get under 500.
