Will my PC be able to handle Destiny 2 at medium to high settings (based on reveal and speculation)?

You might have a CPU bottleneck depending on how CPU intensive Destiny 2 is, but you should be able to run it fine.

I plan to turn down shadows, etc. I'd ease the stress on the CPU as much as I can

No. You turn up the settings or resolution so that the CPU is less stressed

We're not sure what system requirements will be set in stone by the time of release since it's not out yet, but it sounds like you'll be able to run it.

 

But for the love of god, don't preorder a AAA game. Too many games have released on terrible states and fed on preorder money. And as long as people keep preordering, AAA devs will continue to get away with pushing out unfinished or bad games because they've already covered their expenses on people who bought a game based solely on blind-ish trust.

That doesn't work. If you're getting 35fps at low because of your CPU, you'll get the same or less at higher settings or res, not more. It won't stress the CPU less, the CPU is only stressed more at higher framerates as it handles more draw calls.

Judging by the game's visuals, you should be fine, unless it's turns out to be unoptimized crap.
